just pondering the meaning of "framework agreemen", all references on google pertain to economic co-operation agreements.
specifically, the one reference i found which most closely matches our situation would be
"an agreement with suppliers, the purpose of which is to establish the terms governing contracts to be awarded during a given period, in particular with regard to price and quantity"
presuming that we are talking about an off-take agreement of sorts, i guess the delays would most likely relate to price negotiations?
