I'm not suggesting the aforementioned interpretation is my own, im only noting that the announcement is open for interpretation and is certainly ambiguous.

Clearly the company thought a negotiation would be finalised, and this ended up being incorrect (for whatever reason).

The negotiations have been at an "advanced staged" for some time now.

I'm not trying to down ramp this stock - I hold and am looking forward to the finalisation of these negotiations and the resulting announcement.
