Why do you say it doesn't sound like an offtake? I could be wrong but to me that's exactly what it sounds like. Substaintial investment sounds like a sale of shares you're right but there is no reason this wouldn't/couldn't be to a potential offtaker. Its not a NAIF announcement, this would have to come after an offtake is locked in one would think ,to avoid any potential offtaker paying a higher price for the equity stake (which is almost a given component for a project of this nature/scale).
In any case whatever it is this morning's creep prior to the TH would suggest it is positive.
