Prime have to be reasonably certain that any takeover bid will succeed if and when they do make a move.
They need to get to 90% which would need an offer to minority shareholders well in excess of the going price at the time they launch their bid.
Despite gyrations in the des share price over the years there's been a high degree of loyalty shown by shareholders who won't be in a hurry to sell cheaply.
Prime need to lay their hands on around 200 million shares.
14c won't be enough!
