He implys 14 cents is the price the shares will rise to - hence a take over at 14 cents and IMO way too low! although they would start low and hopefully leave room for an increased bid. Also at 14 cents i'd question if 90%+ acceptances would be taken up at that price, so maybe they will only aim for 50%+ in the short term? Or the takeover price will be greater.
We'll wait and see.
