With all due respect I do not see where it says that China HAS introduced tariffs.

Please note that it says WHEN molybdenum production in China is restricted.
I cannot see any mention that the tariffs of 2007 and 2008 are presently imposed. The article does however indicate that tariffs will most likely be imposed in the future.
