If they rejected giving an Environmental/Mining Licence, what grounds could they use?

"Protests against potash mining were not new. Since mining activity had started in the late 1920s, it had been challenged by local population, associations, and other water users. A varied movement of fishers, workers and even the Barcelona water company had mobilized during the short democratic period of the Second Republic, protesting against the pollution and salinisation of river water caused by potash production."

Once Madrid approves the Environmental Impact Statement, the governments of Navarra and Aragon will then have to authorise mining activities.

I am thinking Potash looks good next to the environmental impact of the Salamanca Uranium mining project. They need jobs, we got jobs. Nothing certain, but my money is literally on Highfield getting the go ahead.
