He owes over 500 million dollars and offered 0.12 cents per dollar owed. That is about $700,000. Couldn't raise it. Well folks that's how it works in Australia, white collar criminals don't go to jail. They rack up debts with no intention of paying and then hide their assets ,and keep living the high life when they should be in jail.
