Ironically, none of the technologies you mentioned are required to run on the Bitcoin network (You can still do a non-segwit transaction, a non-rbf transaction or a non-lightning transaction). The market simply prefers these options over mentally inept "scale to super stupid cartel maintenance requirements". Quite obvious as to why, we already have a cartel, why replace a cartel with another cartel?
