Thanks scooter, but my question was a little more cryptic. Who is RUNNING Zambia these days (pulling the strings)? There is a significant Chinese influence in in sub-sahara.. hunting down and securing resources. Hence the growth of the Indian Ocean fleet, merchant and naval.
