    I'm not sure I quite understand the question. Paying dividends is part of their general capital management practices and no doubt to provide a return to shareholders that are happy to stay the course. No doubt they are trying to balance attractiveness to investors with trying to retain cash in the company to fund SD/other opportunities and also factor in the particularly lazy balance sheet that probably contributed to the discount to book value (earnings on that cash will be less than cost of equity so multiple destructive)
