From an oil macro perspective, bad news about no agreement on caps being made in Qatar.
From an Iranian point of view, it's probably fair enough that they want to increase production to somewhere near pre-sanction levels before agreeing to any production freeze.
On the flip side of the coin, US production has fallen below 9m barrels per week for the first time since October 2014. Production was 9.6m barrels per week in June 2015, it's now down to 8.97m. The strategy to put the breaks on US production seems to be slowly working.
