The two individuals who are party to the tied bid for NS0743 are J. Andrew Bachner with 90% and Keith C Forsgren with 10%.   According to Linkdin Forsgren is an oil and gas investor and by Googling Bachner he has wide interests in Alaska in property, construction etc. Together they have previously bid for leases but if they are successful imho they do not drill but possibly sell for a percentage of whatever is discovered.

They seem to have done their research on Regenerate/88E and put in their bid.  for the 1920 acres in the lease.
