And what is the basis of your claim: the EMA panel has to accept the findings of the SAWP?
I quote from the 2nd page of an official EMEA document ( http://www.ema.europa.eu/docs/en_GB/document_library/Other/2010/02/WC500073585.pdf):
....establish the Scientific Advice Working Party (SAWP) as a standing working party with the sole remit of providing scientific advice and protocol assistance to Applicants.

You seem to be asserting a tad more than we can find on the TIS's news release - and I quote ( Page 7, http://www.tissuetherapies.com/pdfs/news/Shareholder Questions and Answers 23-04-2015.pdf):
Tissue Therapies representatives will be seeking an opinion from SAWP that satisfactory results in
these trials will provide sufficient safety and usefulness data to support approval of VitroGro.
Please note: SAWP does not give an opinion - it does give advice and protocol assistance
