Yes 80% of CLO is held by the top 20 shareholders however only about 55% of the company id held by the Clough Family. The balance of the top 20 is made up of institutions other directors and others.

Institutions do have holdings in CLO (please check recent announcements) however it has also been reported that instos are reluctant to take larger holdings in CLO due to the large family holding. This is not an uncommon situation with institutions as they are often reluctant to take positions in companies that have large family holdings as this resticts the control they may have over the company.

This has left the CLO in a catch 22 position - the family holding needs to be reduced to attract larger insto interest at the same time any attempt by the Clough family to reduce its holding in the past has been seen as negative by the rest of the market and they have sold the stock down.
