Here's an interview with Roberto Kreimerman, the Minister of Industry, Energy & Mining, Uruguay. The interview was done in mid-March, 2012. As a representative of his government, he seems quite positive about international industry in Uruguay:

If one looks up "mining Uruguay" in Google, not much comes up, Our JV partner, Orosur, is there, but not much else. We may benefit from some kind of first (second?) mover advantage. Also, co-operation with Orosur, bodes well. I don't like companies that have disputes with their neighbours- too much of it on the ASX, imo.
