The "C" stands for contingent. These are resources considered to be sub-commercial. To help you out see the table on page 4 at the below link:

This is an American publication but our reserve definitions pretty much follow this table.

Note: Although considered sub-commercial, doesn't mean they are not. Further exploration may prove otherwise (eg. a sweet spot), however from the current data available the analysis considers them "2C".
