You make a good point in that WHO and the health departments in question can remove a large proportion of the costs involved in testing - perhaps a contract offering 1% of profits to the health departments concerned from sales in those countries could increase co operation and once it goes commercial perhaps even a exclusive market distribution deal for the public health systems in the countries concerned would also be good for this company lets hope the management teams are smart enough to catch on to the contract negotions and incentives to get co operation and so forth.
