RB,
I think they are hedging their bets.
1) Price goes up, they'll take 'em at 7c. Then we'll be diluted.
2) Price goes down, we'll owe them their money back without the losses we've all suffered, plus a little interest for their efforts.
And there's the unknown timeframe.
