I watched a video about Bhutan a few months ago, and whilst a separate country, possibly shares similar values/benefits. Bhutan had invested heavily to become a carbon positive country and has sustained this for a few years. It has helped fuel the economy with ethical investment pouring in. Part of people doing this was that they wanted to be green and protect what they have. It is entirely possible that Nepal is trying to pick up similarly. I think it was a TED talk (www.ted.com) - search Bhutan and you should find it.
