I am unsure whether the 16m tonnes pa was built into the original plant.
I think they have to spend large sums to make the plant produce 16mtpa.
Also there was the new port north of Geraldton with raliway lines for the additional 8m tonnes from KML which was mooted but fell in a heap probably about 5 years ago.
