You assume that they think the way you do.
They don’t care what the locals think. They don’t what the local police think, say or do.

People who throw grenades at police stations & regularly call them out on false reports to attack them don’t think the same way that you and I do.

They are now in full conquest mode- once they figure out their own pecking order & the majority of the ‘gangs’ etc find some kind of command structure?

Look out- it will be major police stations with larger stores of weapons that will be hit. Then it will be smaller army bases. Then larger ones. Then it will be government buildings.

Eventually it will be the critical installatik such as police headquarters & finally the parliament.

They come from places where the most violent person or group rises to the top & are merely doing what they have learnt- they are doing what they think is right for them, not what we law abiding Westerners think is right.

The only question is can we learn to think the way they do before we lose the power to make use of that understanding? The local dog catcher uses milk to catch a cat but uses a stick etc to catch a pit bull. We cats better learn, quickly, that we are dealing with hyenas & jackals who will tear any isolated or defenceless cats to shreads, once they’ve had their fun with them.
