A more concise example: 2 guys start a new job. One is a gun, organised, attentive, continually busy. The other is slow and disinterested and struggles with his output. Between the two of them however, their workload manages to be completed. Over time, the guy doing the bulk of the work notices that the disparity is not being addressed, and feeling overworked and taken for granted, he begins to slacken off a bit and productivity goes down.
