Yes you need access to the exclusion zone at Lake Disappointment. I agree with you that lake surface area is key and Reward needs more of it. However, the exclusion zone is a no-go area, just like the islands. It is not about the amount of impact - NO impact is acceptable.
RWD state they have spoken to the government and therefore they are assuming a higher royalty - I guess their discussion with govt is going just as well as their Native Title discussions.
Reward: please leave it to the other companies to negotiate before you blow it up for everyone.
