firstly the whole text is primarily talking about the southern annular mode
that's not the polar jet stream or vortex
where it does talk about the polar jet it's talking about ozone depletion
and given we've had stratospheric ozone recovery for some time, offset by ghg impacts, the polar jet isn't going anywhere.
