Why??
Because the UK/US own the worlds banking system and since the earliest possible time they have sanctioned Russia from the obtaining finance from the world finance organisations. They have also sanctioned them from obtaining machinery to further their industries.
Even with all those sanctions in place the Russians have been able to become a world super power.
You say why dont they build aircraft to match Boeing, well simply put they have been sanctioned out of the market and even if they could the US/UK would sanction other countries from buying them. They do make a range of very good aircraft "Antinov"
Last year they produced their latest jet airliner.
