According to ABC News, EWC’s proposal re: Abbot Point LNG facility is open for public comment until 24 April, 2014 with a construction commencement date of mid 2017 and, as per EWC submission to Federal Government, the proposal includes a 2mtpa lng plant, a CCGT power station, marine loading facility and Cooper to Abbot Point pipeline.
    ABC News item:
Plan to pipe gas from Cooper Basin to expanded Abbot Point coal terminal

    Updated Fri 11 Apr 2014, 10:05am AEST

A Hong Kong-based company wants to spend about $100 million so it can pipe gas from the Cooper Basin to a north Queensland port for export to Asian markets.
It plans to build a 1,000 kilometre-long pipeline from the basin to a liquefied natural gas plant at Abbot Point near Bowen.
From there about two million tonnes of gas per year would be exported to Asia.
But Energy World Corporation admits the construction of the $100 million project could affect the Great Barrier Reef.
It wants to build a loading facility but has not decided if that will extend offshore into the Great Barrier Reef world heritage area.
The project could involve the dredging of about 500,000 cubic metres of sediment to be dumped on the mainland which creates a risk of erosion run-off into the Great Barrier Marine Park.
The company aims to start work by mid-2017.
Plans for the project have been lodged with the Federal Environment Department.
The proposal is open for public comment until April 24.
In December the Federal Government approved the expansion of the Abbot Point coal terminal sparking outrage from conservationists and the Greens.
A dredging project at the port is currently the subject of a legal challenge in the Federal Court in Brisbane.

    Federal Government submission:
    QUEENSLAND:
Title of Referral: Energy World Corporation Ltd/Energy generation and supply (non-renewable)/Bowen/QLD/Cooper to Abbott Point liquid natural gas (LNG) facility - Capling project
Date Received: 07 Apr 2014 Reference Number: 2014/7175

    Short description
Energy World Corporation (EWC) proposes to develop the Cooper to Abbot Point Liquefied Natural Gas (CAPLNG)
Project. The proposal involves the development of components including:
    • CAPLNG Plant Facility incorporating the LNG plant and Combined Cycle Gas Turbine (CCGT) power station.
    • Marine Loading Facility (MLF)
    • Cooper to Abbot Point gas pipeline
    • Ancillary infrastructure

CAPLNG project will enable the export of LNG refined from natural gas sourced from South-Western Queensland. The
project will require the development of a pipeline of approximately 1000km length. Liquefaction, exportation and
power generation will be undertaken at the CAPLNG Plant Facility at Abbot Point. The capacity of the project will be in
the order of 2 Million Tonnes Per Annum (MTPA) of LNG exportation.

Currently four options are being considered for the Marine Loading Facility (MLF) at Abbot Point. The port authority,
North Queensland Bulk Ports (NQBP), will be engaged if any dredging is required for the construction of the MLF
options. Potential dredging and storage of onshore approximately a volume of 500 000 m3
    could possibly be
necessary for the construction and maintenance of the berths for the Marine Loading Facility (MLF) options and will
be assessed as part of this referral. If any major works above this value are required a separate approvals will be
sought. If dredging is undertaken extracted material will be disposed onshore on Lot 10 SP253665.
