Lets be clear about this. Capitalism is the system where the workable population is put at the disposal of the capitalists.
The population is trained up for the use of the capitalists, and all industries are run to serve the best interests of the capitalists. Wherever any shortfall is found then immigration is used to supply whatever is required by the capitalists. The purpose of housing, education, agriculture, the military, or whatever, is to make a profit for the capitalists. That is what you might call the tail wagging the dog.
