Blame their parents for using them as cover.
Having said that, they are trained/brainwashed to be shahids....so called martyrs, which then entitle them to 72 virgins. Now tell me, where else can 16 year olds get a harem of women, let alone virgins?
So what's the problem in granting them their lifelong wishes?
