Rod Sims has been doing this lately possibly emboldened by the messages from the Trump Campaign (Trump being similar in some attributes and policies to Hawke from years back), see the Racing.com write up with the reference to Premier Andrews' People's Republic of Victoria (P.R.V) so:
"The Australian Competition and Consumer Commission (ACCC) has raised concerns with the planned merger, with ACCC Chairman Rod Sims keen to look at the implications to online gaming and overlap between the two businesses.
It is understood that the ACCC will also look at the operation of Sky Racing in the merger.
It is also understood that the Victorian Government would consider implications of the merger as more information comes to hand, especially around compliance with the Gambling Regulation Act.
Both Tabcorp and Tatts hold separate licenses in Victoria."
