Absolutely & totally disagree, 2011 - 2o14 the Govt's of US, Jap, EU and China all successfully funded HRE reduction/deletion programs, which are ongoing in both Jap & China > Baotou Xidirui Technology Co., Ltd.

Lynas survived after it delivered 850t on spec NdPrO June Q 2015, half to China mag makers & half to Japan, and I started buying volume.
NTU is a very long way from proving it can viably deliver a low grade HRE concentrate to a Chinese separation plant, its own paid research clearly states it is totally dependent 40/45% taxpayer subsidy which is finite.
Totally dependent DyO values at least doubling next couple of years, no hard data suggests that's remotely possible ATM.
