You don't need a crystal ball, just a very basic level of comprehension, and some ability to read past the hype:

"China’s REE H1 production quota has increased to 73,500 tonnes, according to an announcement made by China’s Ministry of Industry & Information Technology (MIIT) on 25 April 2018. The production quota for Pr and Nd (magnet materials) has increased from 11,083 to 15,517 tonnes. China industry sources said this increase reflected growing demand within China for RE permanent magnets from the fast-expanding XEV automotive sector. The production quota for light rare earths is 60,970 tonnes, up by 40% at 17,420 tonnes on 2017’s level. For middle and heavy rare earths the quota is 12,530 tonnes, up by 3,580 tonnes."

Very, very clearly it is a 40% INCREASE in H1 mining quotas, PLUS 3580t HRE, whether that level is maintained H2 remains to be seen, but they always have in the past. That 40% increase will now permit all the previously "illegal" over production to come on to the books.
