1. You could amortize the cost out how ever far you wanted to.. this would be a mutli-century nation building industry after all.
Build a pilot plant and shake it down - 10 years... then build times will come down for the full production plant(s).
Development of logistics for mining , supply and storage also to developed over this time.
2. It will be a cross between contract supply and market forces... it will also be subsidised and eventually rolled off.
3. There will be competition so the factors need to be weighed up .. suitability of site and ongoing operational considerations.
The question is where will SE Asia otherwise get their future energy needs?
