Kind of?
You buy the option and can convert it to a head at any time you feel like for 1 cent. So you can buy a $0.004 option and wait until the head price is a dollar and only pay $0.014 per share.
Obviously we arent about to have a 2.8 billion dollar company on our hands so that is not going to happen but you get the idea.
