If you use heavy water or graphite as a moderator then you can use natural uranium with sub 1% U235. The heavy water reactor is existing fleet in Canada, the UK and India. Canada uses natural uranium but not sure about the others. With a low U price post Fuki it's possible some of these existing reactors switched to low enriched.

Canadian reactor is called a "CANDU". Link here mentions the natural uranium.

@raskolnikov - re Areva - that Prismatic design is graphite moderated. Americans seem keen on it but no construction last I checked. Chinese still pushing ahead with their pebble design, but China mostly building light water reactors in parallel to the pebble - which require enriched U fyi. Though Areva is also involved extensively with heavy water reactors across the globe.
