With regards to scaled back if oversubscribed, I believe it won't be a first come first serve basis as it wouldn't be viable to have a closing date if that's the case.

Also, i reckon they would scale it in a way that would be fair for holders with a bigger holdings ie bigger holder will be entitled to a bigger option rather than a smaller holder.

Wouldn't be fair if a holder with 150k gets the same allocation as a holder with 150 shares.
