Don't we all just become Japan eventually?

I can't think of another solution, except for governments of the world actually letting the chickens come home to roost and the global economy seeing a gigantic cleansing; "resetting" if you will.

I can't see scenario two happening while democracy exists and the sole modus operandi of every government is to get re-elected. They either have their hands forced (somehow) or we get Japan?
