In an eccentric non-metric world an oz can be of half or dozen or so different mass, depending on which sort of oz you are talking about.
Precious metals are measured in Troy oz ~ 31.1 gm.
Naturally dealers choose 28gm, which is still ripping off the potheads about .35gm from a full imperial oz.
