Apart from this it’s great news... though I am a bit confused as to how this fits in with May 10 state budget announcement that the $3.6 billion spend had been approved already

Does it mean the Federal Government will now pay the $3,6 billion for Metronet so liberating $3,6 billion from state government coffers to be spent on other projects ?
