I agree conspiracy is rife, and as you say vested interests do come together to destroy anything that threatens their stronghold. I'm also not entirely convinced that the current state of CCE can be attributed to mere incompetence. That leads to me consider fraud next. If it is neither of those, then external influences could be at work. It doesn't have to be just one of these possibilities, it could be a combination!
