While I agree that incompetence is everywhere, it is very unwise to use the word "never" in respect of conspiracy. The bigger the stakes involved, the more likely are vested interests to come together to protect their patches.
As an example of such behaviour, check out what happened back in the late 1920s to the then world class tramway system in suburban Los Angeles. Because this publicly owned people mover was seen as a serious impediment to the burgeoning auto industry, a consortium made up of three major companies took advantage of an offer by the city to call tenders for the privatisation of the utility. This consortium was the successful bidder and, shortly after taking control, decommissioned and scrapped the whole system~ leaving, once again, a clear run for its products.
The rest is history... the pollution, gridlock, health issues etc.....
....and all because of conspiracy~ NOT incompetence
I assert nothing in our present case: my mind is open. But let us not close out other possibilities beause of bluster
