Take a look at what Kiernan is attempting to achieve - he's got 5 fingers in different pies.... the problem being there's too many pies for him to eat all at one.
He's taken a step back because he can't afford the $$$ required to come back with a significantly higher offer. I think Kiernan has been recently burnt with one or two decisions and he's now stuck with them.
