I personally can't comprehend the lack of announcement. In a perfect world, they should've been ahead of this even before it hit the news wires. At least then they would've afforded themselves the opportunity to spin it in their favor somehow.
It's all out there now, the market knows. Then again, we still haven't received word about Rosatom or any of the other deals that have seemingly gone missing.
