You may also be interested to know that the commonwealth has issued a report on smartcards dated March 2007 where they refer to a framework of standards for smartcard projects that all forms of government in Australia should adopt.
I'm still reading through the report and I can't see what implications it may have for ERG.
It could probably explain some delays with Tcard or it may have nothing to do with it. It may mean that ERG has to adopt the government's recommendations which means a greater chance for ERG to win one of the commonweatlh's smartcard projects in the future.
You may want to search for it. The title is: "Australian Government Smartcard Framework - March 2007". Be prepared for a large number of pages. The case studies section (partd) I have printed out is 52 pages.
