    Why don’t you email your questions/observations directly to Peter van der Made, he would be best qualified to clarify this. I note that you initially state that you are not an expert on neural networks, but you describe and pose questions about the digital logic associated with neurons as though you are right across how they would be put together in an RTL as if there’s perhaps only one way it could be done and, I’m not sure if you are actually referring to a Neuromorphic RTL or a standard one in your observations? When you talk about utilisation of the SNN fabric on an FPGA, are you referring to standard chip utilisation - because SNNs function very differently, they function sparsely, mimicking the way our brains learn using feed forward reinforcement, the result of which makes for low utilisation and very efficient power use. Anyway I suggest that emailing PVMD would be your best bet, although it might be a while before he can get back to you.
