I have now read the article.
Among other things it says..................
(1) Malfunctions in ERG's technology has caused much delay
(2) The delay is caused LARGELY by
(a) the failure of NSW to provide a meaningful FARE STRUCTURE
(b NSW Govt adapting Tcard to monitor Student travel
