Yes, that is IMO the most pragmatic way of raising the funds. And as soon as you see that new substantial shareholder notice you will know that an EDE CR is moments away.
The only issue, not insubstantial in my view, is finding a "sophisticated investor" to buy 100m shares in TAS, which in truth is a company that does not do very much.
