If you look carefully you will see that TAS does not actually have that cash. They ,misleadingly, bring into their books the cash that actually is held by EDE. In my book that is SHONKY but when I complained to ASIC I was told it is legal because of the complicated company group arrangement. These companies are run by smart solicitors. TAS is pretty much cash strapped, that is why their mineral prospecting is on hold.
