The Tanzanian government's report makes for some interesting reading, it would be even better if I could get a more accurate translation from Swahili to English. But it is clear from page 104 that Orca's subsidiary Pan African Energy Tanzania were blocking our access to the gas plant.
The best bit is news that the pipeline between KN#1 and the gas plant is due for completion in March and they plan to process/sell 14mcf/day initially.

Excerpt from page 118/119:
In 2008 they discovered gas Kiliwani North, which is about 45 million cubic feet per day. This amount can produce 200 MW electricity. At present there are in the process of connecting the well to the gas cleaning plant of Songas distance of about three and a half kilometers. According to their plans is expected by March, 2012
gas turbines will come in ready to be cleaned. Moreover, they have agreed to remove gas from the amount of 14 million cubic feet and will increase itakapobidi.
