Haven't read the pages of drivel on here but in my opinion the non binding conditional offer was leaked on purpose.
Why?
1. harbour wouldn't go higher
2. As above failed they have leaked and hope that another major will come in with a bid not to miss out.
3. It's rare a TO of this size is leaked and a follow up offer happens.
Investment banks often leak to drum up interest once all else fails.
